There are 2 different types of URL Params: Prefills and Filters. Prefills set the initial value of the field like normal. Filters are just for Linked Records that allow you to filter what options are available for searching when looking up existing linked records to include on the field. So, yes filters are only available for Linked Records.
to embed on a website, the on2air form link in the embed has to have the prefill info
if need to use params in iframe embed, need that would require coding on your website to pass the top level URL params into the iframe/form url

You have a Contact Us button link on multiple pages on your website and the link sends visitors to a page with a Contact Form.
With a Dynamic URL, you can automatically fill in the Services section on your Contact Form based on the the Dynamic URL link you added to each button on each Service page.
